Idaho Pay-to-Play Response Letter
Below is PANTRA's response letter to the Non-Resident OHV Pay-to-Play Legislation being drafter by the Idaho Recreation Council (IRC). It is PANTRA's position that charging non-resident OHV users to recreate in Idaho is not the best means to fund Idaho's trails program at this time because it will unfairly penalize the residents in Panhandle region of the state due to the loss of reciprocity with adjoining states.
